EMORY H. MARKLE INTERMEDIATE SCHOOL
PARENT TEACHER ORGANIZATION BYLAWS

I.                   Name

The name of the organization shall be the Emory H. Markle Intermediate School Parent Teacher Organization.

II.                Purpose

The purposes of the organization are to:

A.     Help facilitate communication between administration, faculty, parents, and students.

B.     Develop activities for families to generate more parental involvement.

C.     Organize fall and spring programs.

D.     Coordinate the volunteer program.

III.             Members

A.  Any parent, guardian, or other adult standing in loco parentis for a student at the school may be a member and shall have voting rights.

B.  The principal (or designee) and any teacher employed at the school may be a member and shall have voting rights.

C.    A student representative from the Student Advisory Council (SAC) may be a member and shall have voting rights.

IV.              Officers and Elections

A.                 Officers. The officers shall be a president, vice president, secretary, and treasurer.

B.                 Duties.

1.                  President:  The president of the organization shall preside over meetings of the organization and executive board.  He or she shall maintain communication with the administrative advisors, faculty, and student representatives, appoint working sub-committee positions, and oversee the functioning of such committees in an ex-officio capacity. 

2.                  Vice President: The vice president of the organization shall assist the president and fulfill all duties of the president in his or her absence.

3.                  Secretary: The secretary shall record all the proceedings of each meeting in the form of minutes and make a copy of said minutes available to each member in accordance with the procedure established with the executive board and district policy. The secretary shall maintain and organize the record book which contains copies of all minutes, a copy of current bylaws, a current membership list, and shall have this record book on hand at every meeting.

4.                  Treasurer: The treasurer shall receive all funds of the organization, keep an accurate record of receipts and expenditures, and pay out funds with the approval of at least one other officer. He or she will present a financial statement at every meeting and at other times when requested by the executive board, and make a full report at the end of the school year.

C.                 Nominations, Elections, and Vacancies

1.                  Elections will be held the second to last meeting of the school year.  The nominating committee shall select a candidate for each office and present the slate at a meeting held one month prior to the election.  At that meeting, nominations may also be made from the floor.  Voting shall be by voice vote if a slate is presented. If more than one person is running for an office, a ballot vote shall be taken.

 

2.                  If there is a vacancy in the office of president, the vice president will become president. At the next regularly scheduled meeting, a new vice president will be elected.  If there is a vacancy in any other office, members will fill the vacancy through an election at the next regular meeting.

 

V.                 Executive Board

A. Membership. The Executive Board shall consist of the officers, principal, faculty and student representatives, and standing committee chairs.

B.  Duties. The duties of the Executive Board shall be to transact business between meetings in preparation for the general meeting, create standing and temporary committees, prepare and submit a budget to the membership, approve routine bills, and prepare reports for the membership. In addition:

1.                  The principal (or designee) shall attend the meetings and serve in an advisory capacity.

2.                  One faculty member shall attend each meeting to act as a liaison, communicating concerns and sharing meeting minutes with faculty and staff.

3.                  One student representative from the Student Advisory Council shall attend each meeting to act as a liaison, communicating concerns and sharing meeting minutes with SAC.

4.                  A representative to the South Western School District Advisory Council shall be appointed for the current school year and will fulfill his or her responsibilities as established in the bylaws of the South Western School District Advisory Council.

VI.              Committees

A. Membership. Committees may consist of members and board members, with the president acting as an ex officio member of all committees.

B.  Standing Committees. The following committees shall be held by the organization: Fundraising, Hospitality, Student Events, Book Fair, Volunteer, Scholarship, Communications, and Nominating.

VI.       Meetings

A.                 Unless otherwise agreed upon by the board, meetings will be held at 7:00 p.m., in the school library, on the third Tuesday of each month during the school year.

B.           Items for inclusion on the agenda should be submitted to the president at least one week

     prior to the scheduled meeting.

C.          Meetings shall be conducted in as informal a manner as possible using simple   

     parliamentary procedure with Robert’s Rules of Order, Newly Revised In Brief, as an

     official guideline.   

D.          All faculty, staff, parents, and students are welcome and encouraged to attend.  

VI        Dissolution

In the event that the Parent Teacher Organization of the Emory H. Markle Intermediate School shall cease to exist, all monies, after outstanding debts have been paid, shall be used for the benefit of the students of EHMIS.  The way in which the money is used shall be determined by a committee of PTO members in consultation with the advisors and in accordance with current district policy.

VII.    Amendments

These bylaws may be amended at any regular or special meeting, providing that previous notice was given in writing at the prior meeting and then sent to all members of the organization by the secretary.  Amendments will be approved by a two-thirds vote of those present.
